"At the inception of the Program, the enrollment target was set at 22,500 participants. The Continuation Order reiterated that enrollment target. NYSEG, however, has never reached the target. Moreover, it reported in January 2002 that only 13,955 participants were enrolled -- a decrease from the 15,136 participants reported in May 2001. Reaching the enrollment target as soon as possible is an important element of the Program. It ensures that the customers who would benefit most from more affordable bills participate. The utility is encouraged to achieve full compliance with the target as soon as possible...."
