New York State Diffusion Fund Final Report

In the negotiation of a 1995 Regulatory Incentive Plan for then New York Telephone, PULP and other parties urged the creation of a program to accelerate the introduction of advanced telecommunications services in disadvantaged regions of the State. This program was included in the Plan and provided $50 million for investment in the Diffusion Fund Program to address these objectives.  Recently at the conclusion of the Program, an evaluation was prepared by outside consultants to provide an overview and some analysis of the projects created with Diffusion Fund support.  To review a copy of the report click here.
