HEAP 2002-2003

BACKGROUND

The Low-Income Home Energy Assistance Program (HEAP) is a federally funded energy assistance program. New York's grant is allocated among OTDA for a heating benefit program, the state Division of Housing and Community Renewal for weatherization activities, and the State Office for the Aging for outreach and referral activities. Applications are taken at all local departments of social services. For information on where to apply, call 1-800-342-3009.

Recent Developments

The Regular component of the Home Energy Assistance Program (HEAP) is open, effective Tuesday, October 1st, 2002.

The Emergency Benefit component of the 2002-2003 Home Energy Assistance Program will open Friday, November 1st,2002.

Emergency HEAP payments may not be made to Energy Services Companies (ESCOs).

GIS2000 -TADC029 - Counties are instructed to deal with applicants for assistance in coping with energy emergencies by considering eligibility for Regular HEAP first, then Emergency HEAP. If these federally funded programs do not meet the need, then other state assistance program eligibility is considered.

96-ADM-9 - This Administrative Letter advises counties on how to implement the emergency utility arrears repaymnet program. Counties must first consider eligibility for HEAP before providing assistance to this program for persons not eligible for regular public assistance.  This program requires applicants to sign an agreement to repay the county for utility arrearage assistance.
