Comments of the New York Transmission Owners on RTO Formation and Governance   (10/9/01)

Northeast Consumer Advocates Urge FERC to Require Independent Governance of Proposed Regional Transmission Organization (RTO) 10-10-01

Order Initiating Mediation - In separate orders to be issued concurrently with this order, the Commission concludes that it is necessary that the three independent system operators in the Northeastern United States combine to form one Regional Transmission Organization (RTO). In this order, the Commission initiates mediation for the purpose of facilitating the formation of a single RTO for the Northeastern United States. - 7/12/01

Order on New York ISO's RTO Compliance Filing - FERC find that NYISO's compliance filing does not minimally satisfy several of the characteristics and functions set forth in Order No. 2000, which we deemed necessary to achieving RTO status. 7-12-01

Order Granting, In Part, and Denying, In Part, Petition for Declaratory Order - 7-12-01 FERC finds that NERTO's proposed scope and regional configuration would be insufficient to permit the RTO to effectively perform its required functions and to support competitive power markets. We find that at a minimum, the Northeast United States constitutes a single region that should not be divided up into multiple RTOs.

Order Provisionally Granting RTO Status - 7/12/01 - FERC finds that PJMs RTO proposal satisfies many of the criteria required under Order No. 2000 for RTO status. PJM has operational authority over all the facilities under its control, and its existing operations meet the criteria for maintaining short-term reliability. In addition, under PJMs existing PJM Open Access Transmission Tariff (OATT or Tariff) and PJM Operating Agreement, PJM is the sole administrator and transmission provider, PJM provides ancillary services, and PJM is the sole OASIS site administrator. However, unlike the New England TOs, PJM TOs have not proposed to restructure to ensure independence. We are encouraged by the substantial progress that PJM has made with respect to each of the twelve characteristics and functions required by Order No. 2000. Accordingly, FERC will grant PJM provisional RTO status, subject to the changes they directed in the order.

Electric Power, National Security, and Our Economic Welfare.  According to Jack Casazza, FERC has not made any of the analyses needed to justify their move to the four large RTOs. The impact on costs, the impact on reliability, the impact on the facilitating terrorism are all key questions, and moving forward with national policy before addressing these questions is not in the public interest. 11-06-01
